Warriors of the Waterfront

John King writes about the waterfront, development, and Prop B in SFGate,
Much of the northeast waterfront has been transformed in the past 20 years, buoyed in large part by the city's excessive wealth. Industrial remnants such as Pier 70, though, will require huge private investment - not to "preserve a unique and vibrant vital waterfront," as Prop. B touts itself to voters, but so a dilapidated shipyard can be reclaimed in a way that's accessible and inviting to the public at large.

Bike to Work Day

This Bike to Work Day, you can get your morning bike-commute started by joining District 10 Supervisor Malia Cohen, Bike Bayview and a group of neighbors for a leisurely cycle to downtown together.

This Commuter Convoy meets at Mendell Plaza and departs for downtown Thursday, May 8 at 7:45am on Bike to Work Day!

All Convoys will end at City Hall for the Bike to Work Day Press Conference. Riders have the option to stay for the event or head off to other locations.

Schlage Lock Deal Moves Ahead

An agreement calling for construction of a neighborhood of nearly 1,700 low- and middle-income apartments and condominiums - along with a couple of parks, a restored and repurposed community building, and a long-promised grocery store - will be announced Monday by Mayor Ed Lee and Supervisor Malia Cohen. 
"At long last the 20-acre Schlage Lock site, one of the largest available housing development sites in our city, will be reborn and transformed from an old rail yard and factory into a new mixed-use community in Visitacion Valley," the mayor said in a statement.

San Francisco— Livable City, the San Francisco-based sustainable transportation advocacy organization co-presenting Sunday Streets with the San Francisco Municipal Transportation Agency (SFMTA) is pleased to announce the third Sunday Streets event of the 2014 season, returning to the Mission Bay, Dogpatch, and Bayview neighborhoods on May 4, from 11:00 am to 4:00 pm. The Bayview has been a part of Sunday Streets since the program started in 2008, and has included the historic Dogpatch neighborhood since 2011.

With nearly four miles of car-free space, this is one of Sunday Streets longest routes and a great opportunity to explore San Francisco neighborhoods by bike. Sunday Streets in the Bayview/Dogpatch route connects AT&T Park, Dogpatch, and Bayview neighborhoods via Terry Francois Blvd, Mariposa St, Indiana St, and 3rd Street. For the first time, Sunday Streets uses the southbound lanes of 3rd Street between 22nd Street and Quesada Ave.

As always, this event will feature a full roster of activities, live music, cultural performances, and special events all along the route.

Stern Grove Festival kicks off their ‘Grove on the Road’ mobile festival to bring the Stern Grove Festival experience to San Francisco neighborhoods, located in China Basin at the northern end of Sunday Streets Bayview/Dogpatch route. Activities include live music and performances by local artists, interactive arts education programs that add to Sunday Streets festive, community and family-friendly atmosphere. Grove on the Road performers include The Family Crest, ODC Dance troupe, Instrument ‘petting zoo’ with Magik*Magik Orchestra, and visual arts programs by Trash Mash-up.

Hunters Point Shipyard Artists are hosting Spring Open Studios adjacent to Sunday Streets route, featuring participating artists from 7 buildings, a Pop Up Market, live jazz, a youth art show, and a hands-on art zone for kids. May is national Bike Month, and Sunday Streets will highlight bike-friendly programs and services to encourage emerging, novice, and would-be cyclists ready to roll in preparation for the 20th annual ‘Bike to Work Day’ on May 8. Bike-themed programs include Freedom from Training Wheels and a Family Bike Parade led by the SF Bicycle Coalition (SFBC), free bike rentals by Parkwide Bicycle Rentals, electric bike test rides by The New Wheel (3rd Street/Cargo Way), bike decorating with SCRAP, and the grand opening of Velobrews CafĂ© & Cycling Community Center (3rd St between McKinnon and Quesada).

Special programs for older participants will be centered at the southern hub of Sunday Streets route on 3rd Street at Quesada. Senior advocacy and service providers will be on hand to provide information and offer physical activities for seniors, participating groups include On Lok Lifeways, Self Help for the Elderly, NAMI SF, and Bayview Hunter’s Point Multipurpose Senior Services.

Sunday Streets is presented by the SFMTA and Livable City, the program’s non-profit partner responsible for the day-to-day operations. Other major City agency support comes from the San Francisco Department of Public Health and the Shape Up Coalition, Department of Public Works, Recreation & Parks Department, San Francisco Police Department, San Francisco Mayor Edwin Lee and his offices. The San Francisco Board of Supervisors, San Francisco Public Utilities Commission, and SF Environment all provide leadership and resources to sustain this popular family friendly program.

Quint Street Bridge Replacement Update


The Transportation Authority is working closely with Caltrain, along with several City agencies, to coordinate progress on Caltrain’s planned replacement of the rail bridge over Quint Street with a berm, which will close through access under the tracks, and the development of a new street to connect Quint Street with Jerrold Avenue on the west side of the Caltrain tracks. These two projects have been designed to accommodate a possible future Caltrain station at Oakdale Avenue.

Warriors buy Salesforce site in Mission Bay

There goes the neighborhood!  From SFGate,
The Golden State Warriors have abandoned their plan to build an arena on Piers 30-32 just south of the Bay Bridge and instead have purchased a site in Mission Bay to hold their new 18,000-seat venue, sources close to the deal have confirmed to The Chronicle. 
The Warriors bought the 12-acre site from Salesforce.com for an undisclosed amount in a deal that was inked Saturday night. The team plans to have the arena ready for the 2018-19 NBA season

Participatory Budgeting Vetting Meeting - Where was everyone!?!

Last night was ostensibly THE most important of the three Participatory Budgeting (PB) meetings.  Over the past few weeks, two kickoff meetings were held - one in Visitacion Valley, the other in Potrero Hill - where residents came together, brainstormed, and developed ideas.  Online submissions came in too, resulting in over sixty ideas that were then given an initial vetting by City staff to determine their viability and ability to be funded through this process.  Likely hundreds of person-hours have been spent by City staff and consultants on this already.



So, with sixty-four ideas, you'd think you'd have at least that many people at the vetting meeting last night to advocate for their idea and move it to the next round in the process.  Not so.  Maybe about seven people from Visitacion Valley showed up last night.  Another ten or so from Bayview.  The only person I met there who was from Potrero Hill/Dogpatch was a reporter for the Potrero View.  The rest of the room was City staff, including Supervisor Malia Cohen and Mayor Ed Lee, and the PB consultants.  As we were marking our favorite ideas - the ones that will go on in the PB process to be voted upon - I overheard people asking things like "Where is Franklin Square Park?"  My question is, where were all the people who'd submitted ideas, especially from Potrero Hill, who could answer that question and advocate for funding?  Did people who submitted ideas think that the kickoff meetings were going to be all they had to do?  Did people not realize that they had to come to the vetting meeting last night in order to see that their favorite project got onto the May ballot?

From what I could tell last night, NONE of the Potrero Hill projects will even make it to the vote because NO ONE from Potrero Hill bothered to come down and make a case for them.  The projects that will get funded will all be in Bayview and Visitacion Valley because there were a handful of people from these neighborhoods who made an effort and showed up when it mattered, and it'll be they who end up directing where the money goes.

It's called Participatory Budgeting for a reason, so if you don't participate, don't complain if you are excluded from the budgeting.

Bayview Youth Summit

BYA youth would like to invite you to attend the 3rd Annual Bayview Youth Summit. Together with three other College Track, 3rd Street Youth Center & Clinic, and BMAGIC, this event will bring together youth ages 12-18 to have an open, honest, and supported dialogue on the development, sharing, and exchange of information and ideas on social media networks. We hope to provide our young people with an opportunity to become educated on the power of social media and empowered to utilize social media in a responsible and positive way. Our summit will be held at:

Earth Day events

The Gardener's Trading Post Seed Swap is happening tonight at the Bayview Underground Food Scene Pop Up Market!  The market is now at Pier 70 (at the end of 22nd St. near Illinois) from 5:30p to 8p - the building is amazing, if you haven't been by yet.  There's plenty of parking but I understand there will be a free shuttle servicing the Pop Up and 3rd on Third's Earth Day celebration at Mendel Plaza.  Bring seeds, starts to share if you've got some.  Sharing knowledge is also a great contribution!  Oh, and BYO envelopes!

Also, please come on by the Palou Community Garden for our Open House on April 19th, 10a to 3p!  Details can be found here.  There will be healthy snacks and drinks, a seed planting activity, and friendly neighbors to chat with.  The garden is @ Palou Ave. & Dunshee St. near Silver Ave.  Note: The Permaculture Design Charrette will be rescheduled if there is sufficient interest in the future, but we will have a few permaculture folks on hand to chat with.

The context statement will provide a foundation for the identification, evaluation and landmarking of historic properties associated with African American history.

Supervisor Cohen and EqualitySF at City Hall

On April 8, 2014, Supervisor Cohen stood with EqualitySF, a group of 2000 Bayview residents and business owners opposed to the proposed shelter at 2115 Jennings, on the steps of City Hall. The group talked to media about the adverse health effects of further concentrating poverty in an impoverished community like BVHP. They also provided documentation regarding environmental remediation required in order for the site to be approved for human habitation, a factor the City of SF hasn’t taken into account or acknowledged. Supervisor Cohen lauded the group for their organized and impassioned actions to date.

Crews working on plan to repair Quint St. Bridge in San Francisco

UPDATE: Apparently Quint St should remain open during and after emergency repairs are made as the section of the bridge that is rapidly failing is not directly over the street.  More to come...

Caltrain has declared a state of emergency regarding a very old bridge in San Francisco that's deteriorating very rapidly.
Caltrain's commuter and freight trains use the Quint St. Bridge on the Peninsula corridor.Caltrain is working on an emergency plan to repair the Quint St. Bridge and are trying to do it as quickly as possible to minimize the inconvenience to the neighborhood. ABC7 News was told that the planning should take about a week and then two more weeks for the repair work to be completed.

Bayview Underground Community Pop-up Market Comes to Pier 70

Since becoming involved in crafting the future Pier 70 in partnership with the community, the Forest City Pier 70 team has been excited about the opportunity to start enlivening the area and actively working with the Port to make that possible.  You may have been among the 5,000 people who joined us for the August 2013 Urban Air Market in historic Building 12, the first public event in that space in the building’s 70+ year history.  And maybe you brought your family to the Ghost Ship Halloween Family Day event in October that featured a haybale maze, pumpkin painting, large scale public art installations and a San Francisco Fire Department truck.  With the success of those community events, we’re incredibly pleased to announce that the first of what will be an ongoing calendar of community and publicly accessible events at and around Building 12 will be starting this week.

Participatory Budget Kickoff Meeting #2 tonight

A reminder that this is ONLY for District 3, 7, and 10 residents ($100K per district).

At the first D10 kickoff meeting this past weekend, ideas that floated to the top were: wrapping utility boxes in art; safety measures for seniors on MUNI; streetscape improvements; shuttle share program in Vis Valley.  Evidently, we're only able to use the web form at http://sfpb.net/ to submit one idea per home address. Despite this, since I had a couple of ideas, I submitted others to the email address provided on the website. The ideas I submitted were:
  1. provide initial funding to new community gardens, such as that at the Palou Community Garden 
  2. streetscape improvements to Industrial St, including adding new crosswalks at four intersections, bulbouts, pedestrian islands, bike lanes, and stop signs at Revere 
  3. expand SFShines to provide grants for facade improvements at neighborhood corner stores, such as Mike's Market on Silver at Revere (Silver Terrace) and Five Mile Market on San Bruno Ave (Vis Valley). 
The next steps for District 10 are:

  • Kickoff meeting #2 Wednesday, April 2, 6 p.m. to 7:30 p.m.; California College of the Arts, 350 Kansas Street.  Same format as the one on Saturday in Visitacion Valley, where people will be split into groups and will brainstorm ideas
  • Residents can submit their ideas via the website at http://sfpb.net/ until April 15. When an idea is submitted, the City's budget office will go over it and determine whether it is feasible or not within the framework of this program.
  • ideas that are deemed feasible will be returned to residents at the vetting meeting on April 17 at the Southeast Community Facility, 1800 Oakdale Ave (6-7:30PM).
  • ideas that make it through that meeting will be sent out to residents throughout District 10 to be voted upon. We'll be given a window of time to do it in and the projects that get the most votes (one vote per resident) will be funded.

If you want funds to be spent in your neighborhood, you have to vote. Be prepared to get your neighbors to vote, go door to door if you have to, and help get funds directed your way.

Projects that are funded will get a minimum of $5K and a maximum of $25K. If you have an idea, please submit it to http://sfpb.net/

If you want a second pair of eyes to read through your completed draft before you submit an idea, I'm happy to take a look and give you feedback (that you can use or not as you see fit).
