It was a lovely idea, to "create a livable, mixed-use urban
community" with retail stores, housing, parks and "high-quality public
infrastructure that serves as a model of sustainable design."
Everybody was on board. The city's Planning Commission, Redevelopment Agency and Board of Supervisors were raring to go. The private developer had completed demolition on its part of the project. The Visitacion Valley Design
for Development, which had been in the works for 10 years, even won a
2010 Planning Achievement Award for a "hard-won victory."
