On August 21st at 9:20 PM, Plainclothes Officers were patrolling in the area of 3rd and LaSalle when they observed a group loitering at the corner. Suddenly, as the Officers presence became apparent, one of the subjects broke away from the group and walked off. He was walking with a slight rigid limp and was not swinging his right arm, which is a motion consistent with a person trying to conceal something on their person. Along with the fact that suspects generally break away from people who they are hanging out with when the police arrive because they often have contraband, made the Officers suspicious. They followed him as he ducked into the doorway of a liquor store, but never went inside. They detained him and saw him become visibly distraught. When one of the Officers conducted a pat search on the suspect and felt the cold steel of a gun in his waistband, the suspect attempted to struggle and get away. He was not successful and was placed under arrest. The gun, a .22 caliber revolver, was also taken into custody for investigation into any possible involvement in any crime. He was positively identified but the victim refused to sign a citizens arrest, adamant about not wanting to press charges. When the Officers were in the process of releasing the suspect, he took a swing at one of the Officers, nearly punching him in the face if it were not for the intervention of his partner.
