I went to last night's monthly Police Captain's meeting, and much of the discussion centered around problems many citizens are encountering with regard to their local liquor stores. Two in particular were mentioned: Tornio Market and Friendly Liquors. Both locations have recently been the scene of shootings - one involving a five year-old girl, the other a homicide. Neighbors are fed up, and continued the meeting (long into the night, I'm sure), to discuss their next steps. It was good to see the owner of Torino Market there, but it was almost laughable (if it weren't so sad) when one of the Third St beat officers mentioned that the market owners are just as afraid of their customers as nearby residents are. Calls of, "then they should just stop selling alcohol" filled the room. Why not!?! Simply stop selling booze and drive the ne'er-do-wells of whom you're afraid away!
SFDPH representative Buffy Bunting came to talk about the city's Deemed Approved Uses Ordinance. She mentioned that there are 823 "off-sale liquor vendors" in the city, but only two enforcement officers. More information of the program can be found at http://www.sfdph.org/DAO

Murder Suspect from Ingleside District Arrested in Portola.
A recent homicide occurred on Franconia Street in the Ingleside District. San Francisco police officers tracked the suspect to an address on Silliman where the suspect was arrested without incident early in the morning of Tuesday, October 4th.

On October 2nd between 4:00 PM and 7:00 AM the following morning, a construction site on the 2200 block of 3rd St was burglarized. An electric concrete saw valued at $1200 was stolen from the fourth floor. The suspect apparently entered through one of several unsecured first level openings. (SFPD Case No. 110799323)
A similar burglary occurred that same night at a construction site in the area of 19th and Illinois. The superintendent stated that sometime during the night, a suspect broke into the job site office through the front door and stole several tools and walkie talkies that had been secured in the office. Both incidents are under investigation (SFPD Case No. 110799301)

On October 3rd at 2:45 AM, Officers in the area of Evans and Cesar Chavez observed a vehicle driving without headlights on. They affected a traffic stop and made contact with the driver. Despite stating that he had nothing to drink that night, the Officers observed that the driver’s eyes were bloodshot and watery and that he had a strong odor of alcohol emanating
from his breath. They conducted several field sobriety tests on the subject and he did not pass any of them. The Officers then placed him under arrest for drunk driving. The subject refused to take a breath test, so he had a mandatory blood draw performed by a phlebotomist at the Hall of Justice. The results are pending. He was booked for driving while intoxicated. On October 3rs at 9:30 AM, a victim was waiting for the bus on the 1200 block of Kansas. She was holding her cell phone in both hands in front of her. She observed a subject walking toward her at a fast pace. The suspect then began a sprint directly at her and collided with her where she stood. He grabbed her phone and yanked at it several times until the victim fell and let go of the phone. The suspect escaped on foot southbound on Kansas. The victim claimed to be uninjured from the incident.
The victim stated that a witness approached her and handed her a piece of paper with a license plate number written on it along with the description of the car that the suspect got into. She gave this information to Officers who broadcasted it to all units. The Officers conducted a search for the suspect and car but were unable to locate either that day, as the plate given did not match the car described. This incident is currently under investigation.

On October 3rd at 6:30 PM, Officers responded to the 900 block of Hollister regarding an attempted vehicle theft. They met with the victim who told them that he had left his vehicle parked in his driveway while he was inside his house. At some point, his girlfriend asked him why he had parked his car half way in the street. He went outside to find his vehicle partially in the roadway with the spare key, which had previously been taped inside the fuel door, in the ignition.
The victim stated that he believed that the security system, which was armed, disabled the engine so the thief could not get the car to run. The suspect did however steal the victim’s wallet from the car. This incident is under investigation. (SFPD Case No. 110798397)

On October 3rd between 6:00 PM and 7:00 AM the following morning, a truck parked in the area of Newhall and Newcomb was burglarized. The victim stated that he found the drivers side window shattered and his stereo stolen. Also stolen was a hydraulic jack, subwoofers and two rims. This incident is under investigation. On October 4th at 10:15 AM, Housing Officers responded to the area of Connecticut and 25th regarding a call of a fight. When they arrived, they saw a subject that matched the broadcasted suspect description in the area. As soon as the suspect made eye contact with the officers, he took off running. One of the officers chased him on foot as the other covered the higher ground in the patrol car. Eventually the suspect was overtaken and stopped. When asked why he ran, the suspect replied, “You know me. You know I have a warrant”..... He sure did have a warrant. The outstanding warrant was confirmed and the suspect was booked at Bayview Station. (SFPD Case No. 110772432)

On October 4th between 7:45 AM and 11:15 AM, a blue and white Harley Davidson Rode Glide motorcycle was stolen from the 400 block of Amador. This incident is under investigation. (SFPD Case No. 110800566)

On October 4th between 8:45 AM and 12:30 PM, a house on the 1600 block of Kirkwood was burglarized. The residents returned home to find their front gate tampered with and wide open. The house had been ransacked and numerous items including a video game system, video games, a laptop and currency were stolen. Crime Scene Investigations responded to collect any evidence left behind by the suspect(s) at the scene. This case is under investigation. (SFPD Case No. 110801445)

On October 4th at noon, a resident of the Bayview came into the Bayview Station to turn in a 2 3⁄4 caliber shotgun he found in his garage. Apparently, the gun belonged to a now deceased family member and the resident no longer wanted it in his possession. The desk Officer accepted the surrendered firearm and booked it accordingly. On October 4th at 9:50 PM, Officers responded to the 1400 block of Hudson regarding a robbery. On arrival they met with the victim who told them that she had been riding the MUNI T-Line and exited the bus at 3rd and Hudson. She began to walk eastbound on Hudson and near the intersection of Hudson and Mendell, she was approached and surrounded by five subjects. One of the subjects simulated a knife with his hand and pressed it to the victim’s abdomen stating, “Give me the phone”. He then grabbed her purse from her hand and all of the suspects fled southbound on Mendell. The victim gave chase and was able to recover her purse which had been discarded in the street by the suspect, however her IPhone and money had been removed. Officers searched the area but were unable to locate the suspects that night. This incident is under investigation. (SFPD Case No. 110801912)
