Shipyard Trust for the Arts (STAR) hosts the Annual Art Auction on Sat Oct. 29 and Sun Oct 30, 2011. Proceeds benefit STAR, the organization that has helped keep arts at the shipyard for over 30 years. There is a silent auction all weekend and a live auction, which is juried by prominent SF art professionals:  dealer George Krevsky of George Krevsky Gallery and Maria Medua, Director of SFMOMA’s Artist Gallery. The live auction is Sunday at 12 pm.

Alert: Parcel E2 Proposed Plan out for Public Comment

THE NAVY HAS PROPOSED ITS PLAN FOR THE HUNTERS POINT SHIPYARD'S MOST CONTAMINATED PROPERTY

– THE INFAMOUS PARCEL E2

On, September 7, 2011, the Navy released its Proposed Plan for addressing the toxic and radiological contamination of Parcel E2 of the Hunters Point Shipyard.  A Proposed Plan is like a Draft Environmental Impact Report in that the Navy must include public commentary in the official (Administrative) Record of the proceedings and respond.  This is your only chance to comment on the official record.  Public comment runs through October 24^th.  The Navy will hold a public hearing on Tuesday, September 20^th at the Southeast Community College facility at 1800 Oakdale in the Alex Pitcher Community Room (downstairs) at 6pm.

WHY THIS ISSUE IS IMPORTANT TO SAN FRANCISCO?

Parcel E2 is the most contaminated portion of the Shipyard. The Shipyard is the City's only federal Superfund site making Parcel E2 the most contaminated portion of San Francisco's waterfront.   Parcel E2 is the infamous landfill that erupted into fire in August of 2000 and burned underground for more than 6 months.  Bayview Hunters Point is already the most polluted community in San Francisco – even without the considering the Shipyard.  This community deserves the best possible cleanup that can be mustered.  


Attached you will find an Arc Ecology Alert on the subject as well as the Navy's actual Proposed Plan.  The Plan itself is short and relatively easy to read, just 28 pages including references.  (It is based on nearly 20,000 pages of documents Arc Ecology is currently reviewing over again for our comments.)


We would very much appreciate it if people could send in comments based on your evaluation of the plan (we can help, if you want).


However we would also appreciate your support in asking the Navy to:

•    honor Proposition P, the  referendum that called on the Navy to clean the Shipyard to the highest attainable level that passed by an overwhelming 87% of City voters (93% in Bayview) in 2000;
•    grant an extension to the public comment period to well after the elections, so that people engaged in this important vote can also participate in this critical decision about the Shipyard.

Redevelopment of San Francisco's Hunters Point clears court hurdle

San Francisco can go forward with the redevelopment of the Hunters Point Shipyard after a San Francisco Superior Court judge ruled in favor of The City in an environmental lawsuit.

Judge Ernest Goldsmith found that the report complied with California law. However, he said that if The City authorizes an early transfer of any property on the site from the Navy to the developer, further environmental review would be required. That leaves the Navy in charge of cleanup.

STAR Artist in Residence Program at the Hunters Point Shipyard

Applications are now available for the STAR Artist in Residence Program at the Hunters Point Shipyard.  Artists who live or work in the Bayview are eligible to apply. 

ABOUT STAR'S ARTIST IN RESIDENCE PROGRAM

Now in its eleventh year, the Artist-in-Residence Program was one of the earliest initiatives undertaken
by Shipyard Trust for the Arts (STAR) after its formation in 1995.  The organization itself grew out of
artist involvement in San Francisco's redevelopment planning process dating back to the mid 1980's and the public debate over shipyard development and possible home porting of the USS Missouri.

Goals of STAR's AIR Program:
1) To make a bridge between the existing shipyard artist community and the Bayview-Hunters point
neighborhood.
2) To assist in the professional development of artists.
3) To Provide an opportunity for the public to be educated about the residency experience.

The grant gives the recipient the opportunity to have a full-time studio at the Shipyard, allowing the
artist to concentrate on creative work and be part of the nation's largest community of fine arts
professionals.

Residency Period:  The period of residence is for 18 months and provides a large working studio space, participation in Fall and Spring Open Studio events and opportunities for interaction with the Shipyard artist community and the Bayview-Hunters Point community.  The residency begins on or about Wednesday, December 14, 2011 and ends June 14, 2013.

Eligibility:  All visual or cross-disciplinary artists at least 18 years of age who are living in, working, or significantly involved in the Bayview-Hunters Point community may apply.

Requirements:  The AIR is required to participate in the SF Open Studios in the Fall and the Shipyard
Spring Open Studio in the Spring.  The artist is required to volunteer 12 hours to one of these programs
in exchange for fees covering their open studio participation.  The artist is required to provide an art
piece for each of the following events:  STAR Auction during Fall Open Studio, the Art Span exhibition
during Fall Open Studio, the Spring Sale or auction during Spring Open Studio.  The artist is also required to donate to STAR an artwork created during the residency.

Selection based upon: 
1) the strength of the artwork submitted;
2) the merit of the project or work to
be completed during the residency;
3) the strength of the artist's ties to the Bayview-Hunters Point
community.

Hunters Point Naval Shipyard Tours

HPNS Bus Tours:

Bus tours of the Hunters Point Naval Shipyard are being scheduled for Friday August 26 & Saturday August 27. The shipyard tour is anticipated to include: Sites 7 & 18, Parcel C, E-2 Landfill, the Crane, Gun Mole Pier, and Dry dock area. Tours on each day will last approximately 1.5 hours. Limited seating is available on a first come, first served basis. The deadline for reserving a space is Friday, August 19. Cantonese or Spanish translation will be available during a tour if requested a minimum of 72 hours in advance (Tuesday, August 23 for the Friday tour or Wednesday, August 24 for the Saturday tour).

Tour space is currently available the following dates/times.

Friday, August 26 – 10am, 1pm, 4pm

Saturday, August 27 – 1pm, 4pm

Comments on the Navy's Community Involvement Plan

Last week IBNA submitted the attached comments on the Navy's Community Involvement Plan (CIP). The Navy has indicated that it will respond, but has not provided us with a date. The comments were put together for IBNA by Arc Ecology, which is serving as IBNA's Technical Advisor through the US Environmental Protection Agency's Technical Assistance Grant (EPA TAG) funds. Its contents do not necessarily reflect the policies, actions, or positions of the U.S. Environmental Protection Agency. The India Basin Neighborhood Association does not speak for nor represent the U.S. Environmental Protection Agency.

Shipyard Cleanup Fact Sheet - Parcel C Remedial Design

Public comment is due by May 5, 2011:

This fact sheet provides a brief summary of the draft combined Remedial Design and Design Basis Reports for Parcel C of the Hunters Point Shipyard Superfund Site. The report was prepared by the U.S. Navy. The Remedial Design was prepared to implement the remedy for this parcel that is described in the 2010 Record of Decision (ROD). Both the ROD and the Remedial Design are documents that are required by the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), known as Superfund. Public involvement is required in the cleanup of contaminated Superfund sites. The U.S Environmental Protection Agency’s Technical Assistance Grant program was established to inform communities near Superfund sites to assist their understanding and participation in the process.

Superfund site in San Francisco proves toxic for Navy, neighbors - SF Public Press

The SF Public Press writes,

A year after the dissolution of the Restoration Advisory Board for Hunters Point Shipyard, the Navy says it will introduce a new community involvement plan that it says emphasizes diversity.

The announcement follows the White House’s reconvened interagency effort on environmental justice, which held its first meeting under the Obama administration in September. The group is creating a four-year road map to develop “stronger community relationships” and targets “overburdened communities.” The next meeting is set for April.

But longtime Bayview residents are skeptical about local agencies’ interest in community involvement since the advisory board’s dissolution. While government officials and activists both say that engaging the community in the cleanup process has not worked as intended, few of those involved are willing to accept blame for the communication failures.

Nonprofit Says City Took Revenge for Airing Views - NY Times

John Upton of the New York Times/Bay Citizen writes,

Saul Bloom is preparing to pack up roomfuls of overstuffed binders in the offices of the small nonprofit environmental organization that he helped form almost 30 years ago. Arc Ecology, whose headquarters in a faded white storefront are protected by metal bars in the Bayview neighborhood’s crime-ridden Third Street commercial district, must move to a more affordable location after losing a key contract with the San Francisco Redevelopment Agency.

The loss in September of the contract — which never exceeded several hundred thousand dollars a year — comes after Arc’s opposition to key elements of the sprawling Hunter’s Point Naval Shipyard redevelopment plan that was passed by the Board of Supervisors in August.

EPA Superfund Official to take 'Toxic Tour' of Hunters Point Naval Shipyard - Salem News

Bayview community members are calling for complete, adequate, timely and on-going community oversight of the Superfund site remediation process.

(SAN FRANCISCO) - Community groups POWER, Greenaction, SLAM, and other Bayview community leaders are meeting Mathy Stanislaus, the Assistant Administrator for EPA’s Office of  Solid Waste and Emergency Response in Washington, DC and the official responsible for Superfund cleanup at the agency.  Stanislaus will tour toxic waste sites at the former Hunters Point Naval Shipyard, including areas contaminated with radiation that border family housing and neighborhood businesses.
