Bayview Officers Continue to Remove Multiple Firearms From the Streets of the Bayview District!

In October of 2011 (so far) Bayview officers have confiscated fourteen (14) firearms from the streets with ten (10) arrests. Most of the arrests have been made with individuals who have prior felony convictions. Not surprisingly, th e3rd Street corridor and environs Hudson to Williams is the most prevalent area of firearms. In just the last week we have retrieved eight (8) firearms.

On October 28th, officers responded to a home on the 2000 block of 19th St. regarding a burglary. They spoke with the victim who told them that someone had broken into her home while she, her boyfriend, and child were asleep. She went on to say that at about midnight she had placed her laptop computer on a dresser a few feet from her bed and went to sleep. When she awoke at 7:00 AM, she found that the laptop and the iPhone that was next to it were both gone. A search of the residence revealed that the downstairs bathroom window, above the toilet was ajar and there was a shoe print on the toilet seat. The victim stated that that window might have been left unlocked, as it did not appear to have been forced open. Crime Scene Investigations came out to further collect evidence from the scene. This incident is under investigation. (SFPD Case No. 110869465)

Gun Tally Continues to Grow:  Bayview Police Station officers have been encouraged to make the confiscation of firearms with arrests their highest priority. In the last week another five (5) guns have been recovered with multiple arrests. In Monday’s crime newsletter we will have a special report on the multitude of gun arrests in the Bayview District.

Bayview Station holds community meetings with the Captain on the first Tuesday of each month. We are working on holding these monthly meetings at various locations within the Bayview to help provide access and convenience to all residents who wish to attend.

The next meeting is on Tuesday, November 1st, at 6:00 pm Bayview Station Community Room 201 Williams Ave (Cross Street Newhall)

Incidents of Interest:
On October 25th at 5:45 pm, a 67 year old victim drove a friend home to the area of Oakdale and Ingalls in a white Ford Crown Victoria that he had borrowed from another friend. After dropping her off and seeing her into the house, the victim noticed three suspects standing in the area. One of the suspects approached the victim in the driver’s seat, pointed a gun at him and told him to “give it up”. The victim took that to mean the car and swiftly exited the vehicle. All three suspects then got in and drove off. The victim did not immediately report the crime as he wanted to contact the owner of the vehicle first to obtain its plate information. Officers searched the district for the vehicle and suspects but were unable to locate them that afternoon. This incident is under investigation. (SFPD Case No. 110862572)

BAYVIEW OPERA HOUSE RECEIVES GOVERNOR’S AWARD FOR HISTORIC PRESERVATION 2011

Bayview Opera House Save America’s Treasures Project Recognized as
Notable Achievement in Preserving the Heritage of California

SAN FRANCISCO, October 28, 2011: On November 17, 2011, members of the Bayview Opera House Ruth Williams Memorial Theater (BVOH) and the San Francisco Arts Commission (SFAC) will travel to Sacramento to receive the 2011 Governor’s Historic Preservation Award. The only one of its kind in the State of California, the award recognizes the BVOH’s recent completion of a “Save America’s Treasures” historic preservation project, which resulted in the restoration of the 122-year-old Opera House’s original Douglas Fir floor and auditorium stage and the building’s acceptance into the National Register of Historic Places. The Bayview Opera House is one of four city-owned cultural centers located in San Francisco and is a central community space for arts and other social activities for the Bayview Hunters Point neighborhood.

“The Governor’s Award will help us shine a spotlight on the Bayview Opera House, a remarkable San Francisco treasure that continues to be relevant and serve the community through its many arts programs,” says Barbara Ockel, Interim Managing Director of the BVOH. “The over 500 children who participate annually in our programs will tell you that this place matters to them!”

Formerly known as the South San Francisco Opera House, the BVOH is the oldest standing theater in San Francisco and survived both the earthquake and fire in 1906. It is the first and only building in San Francisco’s District 10 to be included in the National Register of Historic Places. Historic preservation efforts have traditionally been focused on more affluent areas. Neighborhoods like the Bayview district have not yet been surveyed for historic structures.

Police rescue lost, stricken hiker in SF’s McLaren Park

A lost hiker was rescued Monday night after police collaborated with a Good Samaritan and used cell phones and a police siren to find her in San Francisco's John McLaren Park.

The hiker had a seizure just before 5 p.m., which caused her to fall down an embankment, police said.

When she came to, she didn't know where she was and was trapped, said Officer Carlos Manfredi, a police spokesman. She had little to no cell service, and could only text her partner about her situation.

An unidentified Good Samaritan was walking the trail when she heard the hiker calling for help. Though the woman was able to find the hiker, she also couldn't direct police to where they were, Manfredi said.

Officers then began using their sirens to triangulate their location while the Good Samaritan stayed in contact with them with her cell phone. Police were able to find them within 20 minutes. The woman was  more than 50 yards down a steep hillside.

"Time was a factor," Manfredi said. "It was right around the time it was getting dark, and if it got too dark, it would have been that much more difficult to locate her."
The hiker was treated for minor injuries at San Francisco General Hospital.

Funding Approved for Masonic EIR and Cargo Way Protected Bikeway

Cargo Way will see the city’s first two-way, on-street bikeway protected by a raised concrete barrier and fence, according to the memos. The bikeway will fill a gap in the San Francisco Bay Trail, connecting Third Street and existing bike lanes on Illinois to Heron Head’s Park and Hunters Point. It will be placed along the south side of the street to minimize conflicts with trucks accessing the north side.

Bayview District Weekend Recap

After weeks of surveillance and information gathering, Bayview Plainclothes Officers were able to obtain a search warrant for the person, home, and vehicle of an individual believed to be dealing in drugs. On October 20th at 6:20 pm, they executed this search warrant. The team of officers responded to the suspect’s home on the 1500 block of Thomas. After a short while, they observed the suspect leave his home and get into his car which was driven from the scene. Housing officers stopped the car without incident and notified the suspect of the search. The officers were able to obtain the suspects house keys from his pockets and entered his residence.

Once inside, the officers came across two locked doors that they forced open. They found an additional suspect inside one of the rooms along with cocaine powder in plain view along with a digital scale, and packaging material. Also found was a BB gun and behind the TV stand, and a loaded shotgun. Both suspects were placed under arrest, as it was determined that they shared the bedroom where the narcotics and guns were found. Both were booked at Bayview Station on multiple charges. Kayaker lost in water near Pier 80 presumed dead

A 50-year-old man was presumed to be dead after his kayak tipped over near Pier 80 in San Francisco Sunday afternoon.

The coast guard was still searching for Thomas Gregoire as of 10 p.m. Sunday night.

The man and his friends launched off from a dock Sunday morning to celebrate the Gregoire's recovery from throat cancer.

Friends of the missing man towed his kayak to shore, somewhat dazed by how quickly their idyllic afternoon had changed.

"This is a freak accident," Barnes said. "Total flat water calm."

Bo Barnes said the three had been kayaking all afternoon and were 200 yards from shore when a tugboat escorting a tanker ship passed by the group creating a wake near pier 80 around 2:40 p.m.

"So coming up the creek it passed us this way and me and Alena went through it and when I turned around to see how he was his boat was already over," Barnes said.

When the kayaker did not surface, the tugboat pilot called for help.

The coast guard, San Francisco police and fire started to search by boat and from the air.

The coast is taking the lead on the investigation and is starting to interview witnesses who were on the water at the time of the man's disappearance.

Friend Alena Subertova, who started kayaking six months ago, told KTVU the water turbulence wasn't unmanageable.

"It wasn't really hard and what I know is Tom had more experience than I do," Subertova said.

Bo Barnes said Gregoire had years of experience on the water, but took some time off to beat cancer.

"he did beat the cancer," Subertova said. "He was high on life."

Friends said they're not giving up hope that their friend has survived because he's had a history of beating the odds.

Gregoire was wearing a red shirt and a blue vest when he entered the water, Leahey said.

A joint search was conducted Sunday afternoon by the San Francisco Fire and Police departments and the Coast Guard, involving a helicopter, boats and divers.

Assistant Fire Chief Dave Franklin said the fire department pulled its divers from the water after several hours of searching because the search became a "recovery operation." Based on the time lapsed since the incident and the circumstances under which Gregoire disappeared, Franklin said it was unlikely he was still alive.

Local Food: Appetite for Infrastructure



A really nice write-up on a local treasure that many San Franciscans probably don't even know exists, the San Francisco Wholesale Produce Market that straddles Jerrold Ave between Toland and the Caltrain tracks.

I recently heard from a friend that the flower market on 6th St was being split over whether to stay there or to move.  I wonder if there's ever been discussion about expanding the Bayview produce market to incorporate those flower vendors who want to remain in the city.  I know that the produce market has an expansion/renovation plan in the works to try to keep their vendors, but I don't recall seeing or hearing about plans to bring other non-food vendors to the market.

Chris Waddling is QGI's new Vice Chair

In the summer of 2007, I began pressuring the city and Samtrans to start taking responsibility for their own property at Palou and Dunshee, over the Caltrain Oakdale rail tunnel.  I called the new 311 system to get trash picked up that the city could get to, and found email addresses of people at Samtrans so as to get things cleaned up inside the fence.  Unbeknownst to me, at around the same time, two residents were beginning to take some responsibility for the area as well, cleaning up what trash they could get to and working with Quesada Gardens Initiative to get extra volunteer help, planting a few jade plants on the accessible strip of dirt.  QGI, in turn, was working on getting an agreement with Samtrans, but things were plodding along very slowly.

In 2008, we all joined forces and haven't looked back.  The Palou Community Garden has come a long way, with the city and Samtrans now working with us to keep it cleaned up.  QGI has obtained an agreement wiht Samtrans, has organized several cleanup days, and we're now at the stage where we're laying down weed barrier (cardboard) and mulch to try to keep the weeds at bay.  Neighbors notice the difference, as they're no longer assaulted by the stench of the dumped trash that met them each day.  The project has a long way to go. It is the largest and most complex project we've worked on so far.  Every Saturday, anyone and everyone is welcome to come out and help!

Quesada Gardens Initiative has even more to thank Chris Waddling for. First for his massive contribution to the Palou Garden project, and now for expressing his commitment to Bayview Hunters Point through expanded leadership with the feisty band of neighbors known as Quesada Gardens.   
Chris agreed to fill QGI's Board of Directors Vice Chair position, which had been empty since co-founder James Ross moved to Kentucky, and the Board voted its unanimous and enthusiastic approval.  He will work with Chair (Emeritus) Annette Smith and all the residents associated with QGI to grow the network of involved residents building social cohesion through consensus and asset-based approaches to community change.    

Taught the value of gardening and sustainable living by his mother and grandmother, Chris has become an avid backyard gardener himself, with a passion for improving the community by working the soil and bringing neighbors together. Chris credits his "can-do" attitude to lessons passed down from his working-class ancestors - the Jamaican meat-packer, the English ship-builder, the American iron-worker - and credits his parents for encouraging his demand of himself to strive for better.  

Chris sees the founders and members of the Quesada Gardens Initiative as sharing many of the same values as his family. He has found QGI to be a good fit for all those who believe that nurturing our community's strengths and building consensus as a way to solving our problems are simply part of being a good neighbor.


You can often find Chris working at QGI's Palou Community Garden, where he continues to serve in a project leader capacity, or walking from his home to his job as a PhD scientist at UCSF, Mission Bay. He also does his best to keep himself and others in the district informed through his D10 Watch blog.  

Chris immigrated to the US in 1994, has lived in San Francisco since 2000, and in the city's Bayview neighborhood with his family since 2004.

SFHDC Bayview Town Center Proposal

While this proposal has been around for a while, now that the T-Third MUNI is active, housing is being built and occupied along the corridor, and we now have a bona fide grocery store, there's been a renewal in discussion of reactivating the Bayview Town Center plan.  This information below is taken from a presentation given to me by Katherine Williams of SFHDC.

5-year old shooting victim needs your HELP!

Marlena was walking with her father and 7-year old sister near 3rd and Palou in San Francisco’s Bayview District on Wednesday, September 20th, when she became a casualty of a reckless shooting. The young girl attended the Bayview Opera House Dare to Dream ARTS summer camp and her Kindergarten class was scheduled to return to the Dare to Dream after school program two days after she was shot. Needless to say, that did not happen.

Can you imagine being 5 years old and experiencing the trauma and shock from being shot by a gun, forcing a dramatic change in your life that you were not ready for? Stopping you from school, from playing with friends, family and from enjoying life. Causing your family to have to deal with a great deal of stress, medical bills, loss of work, rental car expenses back and forth to many doctor appointments and fear for the well-being of your precious young daughter and her two sisters. Multiple surgeries, a full leg cast, stitches, metal pins, not to mention the psychological impact on her young life. Marlena will have many challenges to overcome before she and her family can return to a normal life.

We at the Bayview Opera House are asking you to not only take a stand for our community and help stop the violence, but to step up and help a young family in need:

On October 13th at 2:00 PM, Officers responded to a home in the area of McKinnon and 3rd regarding a subject with a warrant who was refusing to allow the caller and her children to leave the home. Officers arrived and arrested the suspect without incident on confirmation of the warrant. The victim stated that the suspect, whom she was dating, had pointed a gun at her and refused to allow her to leave the home on the previous night. She told officers that the gun was still inside the house and gave them permission to search for the weapon. The .22 caliber handgun was located underneath the mattress of the bed that the suspect had slept in. The suspect was booked on weapons, false imprisonment, and threats among numerous other charges. UCSF Medical Center at Mission Bay Celebrates "Topping Out" Construction Milestone

From UCSF,
UCSF Medical Center at Mission Bay celebrated a major milestone today with the placement of a 1,600-pound beam – painted white and decorated with colorful autographs of construction workers, donors and supporters, along with art created by hospitalized children and adults – atop the new hospital complex, signifying the end of the structural steel phase of San Francisco’s first new hospital in decades.

The “Topping Out” Celebration, a tradition in building construction, recognized the hundreds of construction crew members, ironworkers and others who have helped erect the skeleton of the 878,000-gross-square-foot buildings, in addition to the entire team behind the design and construction of the new medical center.

D10 Street names

Ever wonder, as I was this afternoon, why your street is named as it is and what the correct pronunciation is?  Who was Robblee, or Quesada?  Locals say "ROH-blee", but everything I've found says it should be "RAW-blee".  Similarly, locals say "cue-SAY-dah", but the correct Spanish pronunciation has to be "kay-SAH-dah."  Just like The Portola should be pronounced "pore-TOLL-ah" and not "PORE-to-lah" like the locals say it.  Ahhh!!

I found a pretty good listing of street names and their origins here, but nothing comprehensive, and still haven't found anything that helps with oddball "locals only" pronunciations.

Below I've listed the names I recognized as being in D10, but if I've missed one or more from the source material, or you know of another street names and their origins, or even know of a comprehensive list or book, please add it in the comments!  As for books on the subject, does anyone know if this book is any good for this?

Armstrong Avenue was named for General Samuel Strong Armstrong, who was the founder of the Hampton Institute.

Arthur Avenue was named for Chester A. Arthur, the twenty-first President of the United States. 

Cameron Way is named for Miss Donaldina Cameron, who was called "The Angel of Chinatown". She ran the Chinese Presbyterian Mission and rescued several thousand Chinese girls from the brothels of San Francisco.

Carroll Avenue was named for Charles Carroll who was a signatory to The Declaration of Independence.

Weekend News

I'm sorry, I'm going to be lazy here.  It's Sunday night, I have homework, and I've just spent eight hours filling ten yard clipping bags, transplanted our lemon verbena tree, pulled out one of our two old meyer lemon trees, amended my garden with chicken manure, and planted this fall's crop of broccoli, cauliflower, carrots, chard, onions, and radishes.  This, after working for two-plus hours yesterday at the Quesada Gardens Initiative Palou Garden cleanup day, where forty or so people, many from the neighborhood, came together to lay down cardboard and mulch and begin to make some positive change for the community.

Bayview District SFPD Newsletter

Bayview Station holds community meetings with the Captain on the first Tuesday of each month. We are working on holding these monthly meetings at various locations within the Bayview to help provide access and convenience to all residents who wish to attend.

Incidents of Interest:


On October 9th at 11:00 Pm, Officers responded to the unit block of Augusta regarding a burglary. They immediately detected a gas leak inside the residence. The gas leak was coming from the main gas pipe that was bent as if someone had tried to break it off. The pipe was located next to a small side window of the garage that had been smashed. PG&E were called to secure the leak as the Officers searched the home. No suspect was located. According to the owner, she had left the house secured in the morning and came home to the smell of gas. Nothing in the house appeared to be disturbed. This incident is under investigation. (SFPD Case No. 110815913)

In Bayview and Potrero Hill/Dogpatch, SF Open Studios is going on this weekend.  It is the oldest and largest open studios program in the  country, featuring an annual, month-long art event in October that  showcases over 900 emerging and established San Francisco artists in  their studios. Each weekend, art patrons, admirers, and  collectors venture out on self-guided tours to see as many SF Open  Studios artists and their artworks as possible, in the hopes of finding  their next true art love. The event connects collectors with artists for  engaging dialogue and a glimpse into the life of the working artist; SF  Open Studios simultaneously helps artists build their mailing lists,  gain new admirers, and ultimately sustain a living making art.

Bayview police arrest suspect in shooting of 5-year old girl

CAPTAIN'S MESSAGE:
We are pleased to announce that Bayview Officers in conjunction with Violence Reduction Team Officers arrested a suspect in the September 20, 2011 shooting of a five (5) year old girl at 3rd and Palou Streets.
In the incident the victim was walking home from school with her sister and father. Gunfire erupted and the victim was struck with a single non-life threatening bullet to her leg.
Through investigative leads, video surveillance and community assistance, the Police Department was able to identify a suspect.
This arrest was made yesterday at 4:00 pm at Kirkwood and Mendell. A number of individuals ran from the officers but were captured, including the suspect wanted in the shooting. The officers also confiscated a loaded semi-automatic pistol in conjunction with the arrest.
Bayview officers have been searching for the suspect in the shooting since September 20th. This arrest was the culmination of excellent investigative work.
The suspect's name is being withheld due to the fact that he is a juvenile. Taken into custody was a 16 year old male who is a San Francisco resident. He was booked for three counts of assault with a deadly weapon, using a firearm in the commission of a felony, inflicting great bodily injury in the commission of a felony, carrying a loaded firearm, inflicting great bodily injury on a victim five years old or younger and possessing a firearm concealable without registration. The suspect was booked at the Juvenile Justice Center.
We are committed to bring to justice individuals who commit violence in the Bayview community and to remove firearms from the streets.
That work shall continue.

Officer Sue Lavin of Bayview Police Station has been chosen as Bayview Officer of the Month. She has been a stalwart member of our station who specializes in handling quality of life issues such as homeless encampments. Please congratulate Officer Lavin when you see her out and about!

Sergeant Chuck Collins is the liaison sergeant to Bayview Hunters Point YMCA, the Bay Park Business Condominiums and the Potrero Hill Dogpatch Merchants’ Association.
On October 8th at 8:00 PM, a 17 year old resident of a home on the 100 block of Cameron was home alone with a nine year old and decided to leave the back door open for fresh air. At some point, seven (7) subjects (some of whom the teenage resident knew from the neighborhood) walked into the house. They walked into the living room and began to play video games on the families PS3 console. The teenage victim tried to get them to leave the house but they refused and after about a half an hour, the argument escalated and one of the subjects grabbed a knife from the kitchen and attacked the victim, causing defensive cuts to her hand.
