SFPD Bayview Station Newsletter

Due to the recent violent incidents, particularly on the Third Street corridor, Chief Greg Suhr has transferred ten (10) additional officers to the Bayview Station effective Saturday, July 9, 2011. We will maintain high visibility of police officers in areas of the district where we have experienced recent violence, particularly the corridor. Attacking violent crime is multi-faceted but highly visible and regular patrols are a component that can assist the community. Please continue to work with us to improve the quality of life---call us when you see suspicious activity, join a Neighborhood Watch, participate in your local community organizations, and don’t hesitate to make suggestions on how your police department can be more effective.

On June 29th at 10:30 PM, Officers Hargreaves and Wong conducted a routine
record check on the license plate of car in the area Thomas and Ingalls. The
disabled
plate came back as having been reported stolen (a new low), out of
Kern County. The officers pulled the car over without a hitch and arrested the
driver, who had no good reason for having that car in his possession.

Not only was he in a stolen car, but his license was expired too (hey, why not?) But
perhaps his biggest problem turned out to be that outstanding $60,000 warrant for
theft out of Alameda County that the officers discovered during the course of his
investigation. The suspect was booked at Bayview Station.

On June 29th at 10:30 PM, after 10 days of gathering intelligence, Plainclothes
Officers Schaffer and Valdez had enough information to believe that a certain
parolee in our district was violating the terms of his parole by selling drugs. They
decided to conduct a parole search on the suspect at his home on the 6200 block
of 3rd St.

When the Officers arrived, they obtained entrance into the building and began
ascending the stairs toward the suspect’s apartment. As luck would have it, he was
home, sitting in the hallway outside his front door. Immediately on seeing and
recognizing the officers, the suspect leaped from his seat and ran down the rear
stairs to the backyard. Do you think that perhaps he was hiding something? The
Officers sure did, so they made haste to follow him into the backyard. Once there,
they observed the suspect attempting to rip pieces of aluminum siding from the
building and shoving something in the crevice that he managed to create. They
detained him and retrieved the item that he attempted to conceal: a plastic bag full
of methamphetamine.

He was arrested booked at Bayview for the drugs with an added hold for his
inability to stick to the terms of court ordered conditional freedom: Bye, Bye court
ordered parole……. you will surely be missed.

Officers Schaffer and Perez did it again the following day. On June 30th at 8:45 PM,
these officers wrapped up a five day long investigation into a subject suspected of
dealing methamphetamine from a house on the 1500 block of Newhall. The
information that they obtained was that the suspect was at this time in possession
of a very large amount of narcotics and they were not about to let it see the streets.

Shortly after beginning the surveillance on the suspect’s home, the Officers saw
the suspect walk toward his home and detained him as he attempted to enter
through his driveway gate. A search of the suspect revealed that in a pocket, he
had a baggie containing a large quantity of methamphetamine along with
packaging material consistent with sales and distribution of the drug. As they
placed the suspect under arrest, a text message came through on the suspect’s
cell phone: “I need a QTR how much” meaning “How much is a quarter of an ounce
of meth?” As well, there was a previous text that read: “can I grab 20” which means
“Can I buy $20 worth of meth?

The suspect made no sales that evening because he was too busy going to jail on
multiple narcotic related charges.

On July 4th at 7:15 AM, Officers Kwan and Silveira responded to the area of
Connecticut and Caesar Chavez regarding a suspicious person complaint. The
caller stated that he saw two subjects trying to lift something out of a pit. One was
in the pit while the other was doing the hoisting. Hmmm. Interesting.

What was going on, you see, is that these two suspects decided they would burgle
the DPW lot of all of its newspaper racks. Why? I am uncertain, but I doubt they
were starting their own newspaper company. (I’m sure one of our Inspectors will
figure it out sure enough.) What I do know is that it’s a burglary of City property.

What the officers saw was a U-Haul van parked on the 1900 block of Caesar
Chavez with a row of 8 already stolen newspaper racks lined up on the street, ready
to be loaded. One subject was standing at the rail looking down into the yard,
winding up a rope. The officers detained him. In the DPW yard below, was the
second suspect. This guy would tie the lowered rope to a newspaper stand and
have his buddy hoist it up. When they got all they could fit into the U-Haul, they
would drive away and do whatever it was that they intended for the racks.

Well, they were both arrested and admitted to the act. The DPW yard was closed
due to the holiday so the Superintendant had to respond out to confirm that
nobody gave these guys permission to jack the stands. He also identified all 8 of

the newsstands lined up in the street, including the ninth that was already packed
in the van, as belonging to DPW.

Both suspects were booked at Bayview for burglary, possession of stolen property,
and conspiracy charges.

On July 4th at 5:00 PM, Officers Hurwitz, Dagget, Tam, and Padilla were patrolling in
the area of Bayshore and Arleta when they suddenly saw a subject darting in and
out of traffic on Bayshore. As he ran across the street, he constantly looked behind
him as if fearing being followed. The officers thought this was in need of a little
investigating since his actions mimicked those typically seen in suspects running
from a crime scene. He continued to run this way until reaching Tunnel Ave. at
which point he slowed down to a walk.

The Officers pulled up beside him, identified themselves, and asked to speak with
him. He bolted faster than you can say Jack Robinson. That explained what he was
running from and Officers Tam and Padilla immediately began to chase him on foot
until he jumped over a fence and into the backyard of a residence as the shocked
homeowners looked on. Realizing that that this yard was not the greatest
stronghold, he continued to jump fences until he reached the yard of a home on the
200 block of Wheeler. This home turned out to be his own and the cops were right
behind him.

The officers were allowed entry into the home by the suspect’s brother who
identified the suspect by name. A record check showed that the suspect was on
felony probation for burglary and had an outstanding warrant for his arrest. The
brother also told the Officers that the suspect had just run through the house and
left out the garage. He was no longer there. The brother stated that the suspect
liked to hang out in a car he had parked on Blanken just around the corner. The
officers put this information out on the radio and Officer Daggett, who happened to
be driving on Blanken saw the suspect in the car with the door open. The jig was
up. The suspect was arrested for his outstanding warrant. The suspect told the
Officer that the car belonged to him but a record check on the car revealed that it
had been reported stolen…uh oh. He was booked at Bayview Station for numerous
charges including auto theft and possession of stolen property.

There have been several more shootings in the Bayview:

- On June 30th at 12:30 AM, Bayview Officers responded to the 1500 block of
Oakdale regarding a seemingly injured individual lying in the street. They arrived to
find a 17 year old male victim with a gunshot to the thigh. Several witnesses were
located and the scene was secured and processed for evidence. The victim was
treated for his non life-threatening injury at SFGH. (SFPD Case No. 110524807)

- Later that evening, at 7:30 PM, Bayview officers responded to the area Mendell
and Newcomb on a call of a shooting, locating a 16 year old male victim suffering
gunshot wounds to the abdomen. Officers gathered intelligence on the scene
implicating multiple suspects involved. The victim was transported to and treated
at SFGH for his injuries and is expected to recover. (SFPD Case No.110527334)

- On the 4th of July, at 10:50 PM, Officers responded to the area of Harbor and
Ingalls regarding a shooting victim. They located the 26 year old victim in the
roadway and provided first aid for two gunshot wounds to his leg and thigh.
Several cars in the area sustained damage as a result of the gunfire. The officers
secured the scene and gathered evidence and witness statements. The victim’s
injuries were not life- threatening and he is expected to recover.

All three of the above shooting incidents are believed to be gang related and are
being investigated by the Gang Task Force.
